According to me, rsync or http is a good possibility to maintains
mirrors.

I do not really understand why it's said that "HTTP mirroring
basically". I used software like httrack several times succesfully,
and it's free software. Also, wget is generally doing it works
correctly. For instance I tried 
   wget --mirror http://savannah.nongnu.org/download/auctex/beta.pkg/
and the result seems fine. Adding two option more should be fine.

Anonymous ftp is not possible since there's no ftp server running and
installing one would mean spending more time to deal with security
issues without features additions.

Anonymous rsync is as far I know not currently available and I do not
know implications of this (and so, whether it's feasable or not).


The easier solution would be trying http mirroring. If it proves to
not working, it would be a good argument to work on anonymous rsync
here on savannah.gnu.org.

But it is feasible with ease to directly add anonymous rsync (and
without too many security implications ), we'll surely add it. Can
someone give details? (I'll have free time on the beginning of the
next week).
