It does seem normal that it can't write to it. What doesn't seem normal
is that it's missing the Release-0_6_0 tag. I can assure you that there
is a Release-0_6_0 tag:

address@hidden:~/giFTcurs$ cvs log NEWS | grep Release | head -n 3
        Release-0_6_0: 1.56
        Release-0_5_7: 1.49
        Release-0_5_6: 1.46

Hopefully it only tries to write to val-tags if it can't find the
tag in it, and that seems to be what is happening since it works with
Release-0_5_7.

I tagged the sources in the same way I always tag them, with "cvs tag
Release-0_6_0". I don't know why it should have done anything different
this time.
