Just to note, before the CVS change last week, it did work,

and you did allow it, whether intentionally or not.

Ok, that what I thought at first. It's pretty clear that   
we will never allow loginfo to run scripts installed on   
the server by someone else, sorry.   
  
The solution for you is simple: get the CVS to send email 
and run  
a script that forward email content to your IRC channel.
