It depends whether a project actually use his download
area or not. Numerous projects hosted here do not use it,
so I do not thing you are doing something wrong but just
tried for project not using it.

I've tried getting to the Download area of a few
projects without any luck. One of them being
phpgroupware. Is there a problem, or am I doing
something wrong?
