If Emacs is using a file from an other project, then someone should
but that file in the Emacs repository and update it manually.
As you know we are using for each project a different chroot, so it's
obvious that linking to files outside this chroot is dangerous. (Now,
I think even think it can't be done, as it breaks the chroot.)
Please consult the people who work with you about this. They are
going to fix it. Changing some configure scrips.
