I cannot give you an exact answer, because without access to
savannah.gnu.org I cannot check anything, but I can tell you a few
things I remember.

For each new project we always created two new groups, one for
software development, with the name of the project, and one for
webpage development (I think we appended or prepended www to the name
of the prject to form the group name). By default, project members
were included in both groups, but the idea was to let projects accept
someone who might help only on one of those two areas. I do not recall
if any project was already making use of that feature, or whether that
feature could already be used directly by project managers, but in any
case I think it is a feature that must be maintained.
