Summary:  Add note about crypto to frontpage and registration preamble 

Original Submission:  Once our position on crypto software has been decided, 
update the frontpage and registration preamble to make sure that new 
registrants know our position on hosting crypto software.

Possibly:
 - Add a checkbox to make sure the registrant acknowledges the fact
 - Add a FAQ detailing our position on crypto software
