These are ViewCVS bugs. It does not show tag selection when there is no  
files (although some files could be shown if using anoter tag than  
HEAD), and it does not seem to differenciate well proposal-branch as a  
tag or as a branch. Somebody has to experiment this further and check  
whether it is fixed in ViewCVS 0.9.4. We will certainly do that when  
some other main issues are fixed.

Please give me the path to such a file, so I can check for wrong  
permissions.

If you think it is the best solution, then we will do so.
However, I would like to check why some of the issues you mentioned  
happened. Please provide me the information I asked, and then we will  
take care of this.
