Having it be years of release is probably fine.  It appears that actual
writing can be ascribed to the period between 1990 and 1993, with the
first draft by Dave Cohrs expanded beyond tty by Dean Luick (and many
other fingers later).  I'd hoped one of them would comment on whether
they want credit/blame for it, but without that I'd go for "David Cohrs"
like many of the windowing code files.
