Tracker emails currently use MM/DD/YY date notation in
automatically generated emails:

As there is currently no fix in sight that would not break

This format is ambiguos (is the above January 10th, or
October 1st?) and not very friendly for an international
project.
Please change this to use ISO dates (YYYY-MM-DD) instead,
and while being there, mark the generation time with a
timezone stamp as well -- preferrably in UTC.
