Well I uploaded the files myself and it worked.

Also, the file that was previously upload is different from this one: it was
truncate

new:
174771 Jun  7 15:59 .phc-1.1-pre1.tar.gz
        65 Jun  7 15:59 .phc-1.1-pre1.tar.gz.sig


old:
121632 Jun  6 06:45 .phc-1.1-pre1.tar.gz
          0 Jun  6 06:45 .phc-1.1-pre1.tar.gz.sig

So, all what I can say is that the process seems to be working fine here.
I can't think of any other reason why it didn't work for you..
