This is something not very clear, but ftp.gnu.org is not managed through
Savannah (you actually uploaded files to
http://savannah.gnu.org/download/nana/)

for further information.

"how/who fixes the other bad links" depends on what the bad links are :)
Savannah's can be changed through the Mani/Active Features project admin
menu.
