Details:

This has been a problem for a while but now it has annoyed me enough.  If I
am not logged in I can list all phpGroupWare tracker, but as soon as I log in
I can't see any phpGroupWare bug tracker items.  I can still access and edit
the items once I have logged in.  If I need to look at the list, I run 2
browsers at once which is annoying.

Can you please take a look at this one for me.
