When you are a project admin, you can ask Savane to create mailing
lists for your projet. The cron will launch /usr/bin/newlist which
itself will SSH to lists.gnu.org and launch savannah_wrapper.sh.
The system impose a '$PROJECT-.*' naming convention which does not fit
with the GNU one (bug-*), so for those lists you still need to 1)
create them normally with mycreate_list.pl 2) attach them to the
project using sv:infra/maintenance/ml.pl (which a Savannah Hacker
needs to do).
