Sam Steingold says:

Sam, I guess you want something like:
 <Files *.php>
 ForceType text/html
 </Files>
to be added at www.gnu.org.

Can you confirm?

.symlinks is parsed by mod_rewrite so I suppose the behavior you
experience is actually normal.
