I enable the gitcvs feature for the GSL project

Related to git commit to emails that isn't possible yet in Savannah.

You already have a nice web interface at
http://git.savannah.gnu.org/gitweb/?p=gsl.git

Please test your gitcvs and tell us if works fine for you so I can close this
task.
