Very puzzling.  It seems something has gone awry and newly-registered
keys are not propagating as they should, to the download host in your
case.  Michael ... ?

Mats, as you likely know, to actually upload a release, it's necessary
to make a companion .sig file
<http://savannah.gnu.org/maintenance/DownloadArea>, but it shouldn't be
refusing your key at that early stage, as far as I can see.
