Yes.

Note that the savannah.pot is not complete for now, some strings still
need to be added in this file.

Normally, having a browser that ask spanish as prefered language is
enough.

You should leave it empty. The msgid will be used anyway, if
empty. But it will be easy to find which strings still needs to be
translated later.
