Follow-up Comment #2, task #7005 (project administration):
I have added a copyright notice to the files you listed as having a missing
notice, and appropriately updated bsd/sccs.c.
Of the items you raise, the only remaining work is to fix the copyright
notices of the files in tests/...
Even then there will be a small number of files missing a copyright notice,
for example tests/get/s.incl_excl_1.input.
