Check Package License that will check free licenses gplv2, gplv3, lgpl, and
just about all the rest it is GPLv3 licensed it will be used by Savannah
admins to register projects etc.
It will check compressed zip, bzip2, tar, tar.gz, lzma, and others long list.
It will allow you to add licenses to it as well. It opens files in tmp checks
license and file headers, and can update headers and license to news if need
be this is great for the programmer so they can update fast with no errors. It
cleans up after itself tmp area will be adjustable you can open files where
you choose default is tmp.
