Follow-up Comment #2, task #12147 (project administration):
We've never really had a formal policy on it. As long as your sure you're
meeting all the requirements for Savannah hosting, I don't have a problem with
you approving your own submission. The main goal of the project reviews is to
ensure the hosting policies are met.
