Follow-up Comment #10, task #15107 (project administration):

Why, SHELECT.help includes neither copyright, nor license notice.

When I say "all copyrightable files" I mean all files longer than 10 lines or
so (https://www.gnu.org/prep/maintain/html_node/Copyright-Notices.html). If
file format doesn't allow such comments, they should be written in a README
file in the same directory.
