there are two ways to approach this problem.
1. delete the item uploaded if it is not already in use.
2. or keep it in the gb and provide a remove button, which makes the
file merely disappear from the file manager, this will enable ohers to
search this resource and use it if they wish.
delete function may be required for several reasons. if the image or
file is not copyleft, or by mistake some body uploads a wrong file.
In any case, deletion is possible only if the object is owned by the
user, and not in use by the others.
If we agree upon the implementation strategy, I will assign the
requirement for implementation.
