Opinions differ; evidence: people do send status messages.

Frankly, I think not, unless you're off-line and not coming back.

SKS handles down hosts gracefully.  The DNS pool maintainers do their
own health-checks and remove hosts as needed.

People only have to take action if the host is gone, or changing
hostname, or maintainer (to update contact information).  Otherwise,
there's little semantic value to the recipient.  Nothing to do.
