You're right, it does work that way and I have it up now as such. I was hung up I guess on why it doesn't work as advertised.

I meant that if you are only listening on ipv4 (127.0.0.1), nginx can
still reverse-proxy requests from ipv6 hosts. As for sks not reading
the sksconf file, have you tried running it under strace? See if it's
trying to read the config file as a certain user and failing, due to
permissions or something like that.
