Summary:  Attack Force Size When Unit Limit Reached

Original Submission:  It appears that at the end of games, the computer 
attempts to attack with such large unit groups, it never actually gets to 
attack.  And 50-100 units just sit around waiting for the rest of the force.



Some checking needs to be in place to manage this.
