As far as I understand it, it was a policy decision: if a transient
dialog window (normal windows are not eligible) specifies its size (most
of them also claim they are unresizable), StumpWM honors the request.
For example, Thunderbird confirmation requests look nicer that way.
Unfortunately some settings windows specify ridiculously small size.
Redisplay overrides that. Refresh doesn't change the window size.
