make clean in swarm-1.0.4

I don't know if this is how you intended things, but
make clean doesn't quite do that.   The headers that make
creates the first time through remain, and thus on a make
after a make clean one gets lots of messages like:
  cp: cannot create ../../bin/m2h: Permission denied
No big deal, but things would be cleaner if that didn't occur.
