Thanks for the reply.  After a few more frustrating days, I realized my
AUTOEXEC.BAT  was not processing the SET PATH statement.  Swarm now works in
JBuilder, but  heatbugs crashes once a step is taken.  I know the gui
library doesn't work well with MS Windows, so I'll check out the
alternatives.  Thanks again!

It kind of sounds like JBuilder 5 is overriding the PATH.  Sometimes
programs will do that in order to ensure that _their_ DLLs or shared
libraries run instead of other common installed versions.  However, if
this is so, I'd think that they'd at least give you the option of
specifying your own PATH within the application.  A brute-force fix
might be to make your own javaw executable that exported a PATH before
running the real one.  Alternatively, that approach could be used just
to report on what PATH was set to.

As an easier workaround, you could also try copying the Swarm-related DLLs
in
/Swarm-2.1.1/bin to the JRE binary directory.  You'll need the Tcl,
Tk, BLT, and cygwin DLLs in addition to javaswarm.dll.
