It's a little bit broken. ;o)

Now you've posted to the list, and brought attention to it,
I'm sure it will get fixed asap.

Looks lie the swf's get created.  Combine with the viewer
manually in the meantime?  Something like,

swfcombine -o <name_to_save_as>.swf  "C:\\Program
Files\SWFToolsswfs\rfxview.swf" viewport=<your_swf_name>.swf

( if you are in the SWFTools directory, and you have installed
  everything in the default place )
