Like a .deb: (maybe call it .dep)
A file which lists dependencies for a piece of software.
This is preferably really easy to write, with no extra software needed, and
in plain text format.
The idea is that when you download software, or source, you can click on a
link to download the file, get a prompt if you want to install these
dependencies, an run/compile the software without further hassle.
For an example, take a look at the bottom of this page:

the user needs to enter all dependencies separately into synaptic to check if
they are installed, and this can be improved by the proposed .dep file.
