We have different macros for @q{} inside HTML, PDF, info, and docbook; this isn't a construct unique to html. I see that texinfo 4.11 has @quoteleft and @quoteright, so this macro might disappear sometime in the future... to be honest, I wasn't the one to add this macro; quotes never really bothered me.
