It is not a bug, but a feature. In texi2html there is a distinction
between the menu description and the menu comment. The menu comment
begins with a text beginning at the first column. It is documented in
the 'Menu parts' node of the texi2html manual.
Maybe by setting $SIMPLE_MENU you'll have something more similar with
what makeinfo produces.
