Log message:
        (\chapterzzz,...,\unnumberedsubsubseczzz): make
        section number settings \global.  Otherwise, when
        chapters are @included, they are ineffective and
        every chapter is numbered 1.  For instance, the
        Emacs and Elisp manuals.  Thanks to Stepan for analysis.
