AFAIK, kpsewhich is the standard TeX-live tool to lookup extensions in
LaTeX paths.
$ kpsewhich xy
/usr/share/texmf-texlive/tex/generic/xypic/xy.tex
$ kpsewhich blah
$
But I don't know if it's provided with MikTeX under MS Windows.
