I cannot find eval-when anywhere in the code. Might you have some code in your .TeXmacs/ directory?

If you haven't any, try deleting the cache running 

  texmacs -delete-cache

or even running the full setup with

   texmacs -setup

No other message. No crash, texmacs 's running, but no windows.
texmacs 1.0.7.14 was working fine.
What can I do ?
