Sometimes things exist, and sometimes they don't.
Anyway, I guess there are some ways to solve this:

- install a newer msvcrt.dll
- use the older utime.h
- hack the newer utime.h
- patch the tinycc mob version, in case you want to make
  everybody's life easier, wrt utime on XP.
