Tnx for the report...

what version were you using? In tlf-0.8.17 I cannot reproduce the wrong mults,  
VP5 (Turks & Caicos) and 9Y4 (trinidad) are scored correctly here...

I will do some more testing and fix the cabrillo for the arrl... (thought I 
had done that :)

The TO1A should be added to the ctydb.dat file, that fixes it.
