I would say GNU FDL (even if not specified)
Authors of the TSP frontpage should be:
Cesare BERTONA, Yves DUFRENNE, Stephane GALLES,
Eric NOULARD, Robert PAGNOT.

We did say we ought to publish TSP doc using GNU FDL which the license
used by for TSP Programmer's Guide, TSP Whitepaper, and others
located in http://download.savannah.nongnu.org/releases/tsp/documentations/
or
http://cvs.savannah.nongnu.org/viewvc/tsp_docs/?root=tsp
