Are you using avrdude 5.10 ? I found this in the NEWS file : Version 5.10: * Bugfixes - bug #28660: Problem with loading intel hex rom files that exceed 0x10000 bytesThe one in the latest CrossPack is 5.8, so it may be the cause of your problem.
