There's the problem.  These tools need to be available in order to
regenerate the .gmo files.  Did you see any errors or warnings about
the missing msgfmt and msgmerge commands when you ran the configure
script?

It seems that the Cygwin gettext package should include msgfmt and
msgmerge unless there is a good reason not to.  I've CCed the gettext
list to see if that is the proper course of action.
