I don't know what base14.tgz is.  If it is the contetn of the tar file, it
consists only of free software. After extracting the tar file, a list of
copyright notices can be found in /usr/{,share}/doc/*/copyright.
The expansion of "*" is the list of Debian packages used to produce the tar
file, the version number is recorded in the first line of the
.../*/changelog file. Alternatively, the /var/lib/dpkg/status file has a
list of installed packages in the (internal but readable) dpkg format.

All packages are from the Debian unstable/main software tree, which consists
of only free software by definition. I have not verified each and every
individual source file, but rely on the judgement of the respective Debian
package maintainers to do their job. Many of them are GNU packages.

Actually, the content of the tar file is already available at
alpha.gnu.org. If this is not the gnu-YYYYMMDD.tar.gz file in disguise, Phil
needs to tell you what it contains.
