Details:

This is a feature that irssi has had for some time:

Enumerate channel ban lists received, so that bans can be cleared by
specifying the index number, for instance:

/unban 1

Would unban the first item in the list.  Very handy when the banlist contains
non-printable control codes.  This should also work for other channel lists
(+q, +I etc).

It would be possible to script this, if task #11372 is implemented.
