When the python version of `gnulib-tool` crashes or returns error,
`./bootstrap` falls back to the traditional gnulib-tool. So bootstrapping
should work whether python is installed/available or not (I successfully tested
this a while ago).
If `./configure` returns "Compiler doesn't support C99" it normally means what
it says. Please attach your config.log so I can see what goes wrong. Maybe the
found cc/gcc is too old to support C99 ? You can always set to a newer one,
e.g. `CC=gcc-8 ./configure`. But the config.log would be interesting to see.
