Yes. It should work! And considering your next email this is also true in
the real world.

Xnee should work with every X11 compliant system. If VNC is compliant I
see no reason to consider this different than for example x.org, or?
What I mean is that it takes too much energy to bring up a list of
compliant systems. Furthermore I think that such a list is "dangerous"
since a user not finding his system in the list will (perhaps) think that
Xnee does not work on the system!
