[aspell-devel] welsh dictionary

Hi,

I'm hoping you can help me some basic issues with creating this new 
Aspell dictionary.

I've got a UTF-8 file with the characters w and y with a circumflex - 
can i build the dictionary from this? or do I need to convert it in some 
way to ISO-8859-14 first? (I can't use iso8859-1 because of the w's and 
y's)

Any help really appreciated.
