I did find that I was passing the wrong character set, and now I have it
working.

I don't know Windows NT 4.0 (or Windows, for that matter), but 0246
looks like an octal number to me.  246 is the decimal position of ö
in the ISO 8859-1 (Latin-1) character code.  It's octal number is
0366, and hexadecimal 0xf6.

However, the output from your "mjolk" attempt suggests that you are
using another charachter set than ISO Latin-1.

Sooner or later we should all switch to Unicode, but for now you
should make sure you use ISO 8859-1 with the Swedish dictionary
for Aspell 0.50.3.
