OK. From what other have told me this is the same format the Pspell
language-tag variable uses. I am therefore going to use the same process
(and code) Pspell uses to determine which dictionary to use based on the
LANG setting. If I can not find a suitable dictionary I will use the
default one.

I will be a lot more willing to do this if someone would submit a patch or
point me to some no nonsense instructions on what I need to do. The
gettext manual doesn't seam to have any step-by-step instructions on what
needs to be done.
If you are interesting in playing with Aspell you will need to install the
cvs version (non multi-lib) of libtool. You should also use the CVS
version (MAIN branch, NOT HEAD) as I have made some changes which might
make the translation process easier...
