1.  We want distributions containing binaries to be built in the
    context of the versions that we have in package CVS, so that we can
    be very sure that they will work in vanilla user installations.

2.  We want something better than Fundamental mode to be available at
    zero extra effort to our users.  (Ie, they have to install
    xemacs-base; if they do so by installing the SUMO, they're done.)

3.  We want the development to remain in the hands of the upstream
    developers, and XEmacs package maintenance to be contributed by
    non-core-developers, wherever possible.

4.  We prefer recent versions to older ones.

Quite definitely, in that order.  1 and 2 are automatically
accomplished by the current system.  3 and 4 are implemented as
possible, based on user requests and time contributions by package
maintainers and upstream and XEmacs developers.

Speaking for myself, but AFAIK this is a reasonable reflection of a
consensus of the XEmacs Review Board.
