I must have been stoned to come up with that inconvenient interface.
Now these two functions are used like this,

  (TeX-declare-expert-macros "mystyle" "macro1" "macro2" ...)
  (LaTeX-declare-expert-environments "mystyle" "env1" "env2" ...)

e.g., first comes the style declaring them, the &rest is a sequence of
macro or environment names.
